refactor(user): drop the unused $rGetBouquetInfo param from getE2Info

Browse Source 
getE2Info() never referenced its third parameter; the only caller
(XPluginApiController) passes just $rDevice and relies on defaults, so removing
the dead middle argument shifts nothing.

Verified: php -l, phpunit (435 tests), make gates.
