Condensed plan (revision 3 + 28 consistency corrections): LB nodes stop
reaching MAIN's MySQL and Redis and move every exchange to a signed,
encrypted cluster API with licence-derived, rotating node tokens.
This is the source design for the task-level implementation plan.
