Sourcery on #454: - readback: a stale flat install_id no longer passes when keys/install_id is there but unreadable; the check follows the extension's own rule (keys/ when present, else the flat path), so config_server() never mints an id. - readback: the panel.sk check before panel_pk() goes through the same probe as pin_core (NodeCorePin::identityProbe), so an N+1 node's keys/panel.sk is found. - The activation key path follows the running extension (identity_present() marks the ADR-006 release), not whether licence/ exists, and the file is replaced whole (temp file + rename), never left truncated. - docs: info/core-extension.md lists keys/ and licence/, the move and identity_present(); the cluster ADR names the licence/ path. The concurrent-save race predates this change and is left for its own fix.
