Drop ClusterOverview::legacyApiOpenBy, its controller variable, the view box and the cluster_legacy_api lang keys (en.ini). Remove the unused DataPlane::legacyApiRetired and its test seam and tests. Mark the ADR's retirement step 4 done and note Phase 10 shipped. Reword two comments that named the deleted api_legacy.conf.
