The first-run screen created the admin account only; everything else was changed later in Settings. The same form now carries the panel's language, timezone, name and message of the day, prefilled with what is stored, so a form sent unchanged changes nothing. What it posts is validated (SettingsService::firstRunValues()): a language the panel does not have or a timezone PHP does not know is left out, and the stored value stays.
