feat: add Agents UI to proprietary right sidebar

Adds agents panel to the right sidebar, gated behind aiEngineEnabled. Includes RightSidebar refactor, FullscreenToolPanel, core stubs, and proprietary AgentsPanel with Stirling hero CTA and coming-soon agents.
