Subject: [PATCH] Portal Agent Builder: SVG upload icon (#7001)

# Description of Changes

Replaces the upload glyph in the agent bootstrap dialog with a proper
SVG icon.

Part of a portal (processor) UI-consistency pass, split into small
focused PRs.
