Update Tauri CLI and dependencies, adjust build workflow

Upgrades @tauri-apps/cli to v2.9.5 and updates related optional dependencies in package-lock.json. Also updates js-yaml and glob packages. The tauri-build GitHub workflow is modified to streamline and correct the list of required Ubuntu packages for builds.
