Reece 0dc6c01b7e fix(tool-panel): close the empty header gap when agents are off ...

Drops the in-header tool search (now handled by global search) and, when
the header would carry only the collapse chevron, floats it into the corner
so the tool list starts at the top instead of below a blank 52px band.
