Reconciles the super-search work with main's refactors:
- WorkbenchBar keeps the super-search grid layout + viewer retract handle;
main's policy-aware download import is preserved.
- AppConfigModal keeps main's no-flash switchSection plus the settings
deep-link focus effect.
- RightSidebar takes main's Policies panel; the agents-era 'empty header
gap' fix is dropped as obsolete (the header now hosts a tool search).
