The portal bar now searches the portal's own data — users (name or
email), policies, pipelines and sources — loaded when the surface
opens and fuzzy-ranked per keystroke, grouped between the Processor
pages and the shared tools/settings groups. Pipelines and sources
deep-link to their builder routes; users and policies land on their
views. Endpoints are fetched with allSettled so a backend without one
of them just drops that group.
