Kenneth Hsu b75b439772 Make optional parameter required. 
There is only one usage of this method that did not provide value for
the filter parameter.  By making this parameter required, we can avoid
the many issues that arise with optional parameters (default values
being embedded at the call sites, ambiguous overload resolution, etc.).

Kenneth Hsu 0b2036a3fb Simplify enumeration of collection. 
This reduces the number of enumerators that need to be created while
also making the code slightly easier to read.

Kenneth Hsu b1d5dcc3dd Only create passphrase option if passphrase is provided. 
This fixes an issue introduced in revision f7800e8a2b where restores
from the UI would result in the following exception:

System.Reflection.TargetInvocationException: Exception has been thrown by the target of an invocation. ---> System.ArgumentException: Empty passphrase not allowed
Parameter name: passphrase

This addresses issue #3542.

Kenneth Hsu 0c1ac9c489 Replace chained LINQ calls with call to overload with predicate. 
This simplifies the code by reducing the number of enumerators created
while also making the code slightly more readable.

Kenneth Hsu d4692e2d35 Use built-in method to expand environment variables. 
After we removed the tilde expansion in revision c9aa6cf5fb ("Avoid
performing tilde expansion"), the Utility.ExpandEnvironmentVariables
method simply called System.Environment.ExpandEnvironmentVariables.  We
can simplify the code by just referencing the built-in method directly.

Kenneth Hsu f12858e6a5 Mark fields that shouldn't be reassigned as readonly. 
This makes it explicit at compile-time that these fields should not be
reassigned outside the constructor.

Kenneth Hsu c00c6fd19b Make fields containing lock objects readonly. 
If one of these fields is accidentally reassigned, it's possible for
threads to be oblivious to an existing lock.  By making the fields
readonly, we will be notified at compile-time if we inadvertently
redefine one of these fields.

Kenneth Skovhede 842fd96543 Implemented a new logging system that is more transparent and allows a more granular way of picking log messages. 
Added ID's to each log message and each exception to allow later introduction of a Knowledgebase service that explains each error in more detail.

Tyler Gill 8190eb8d9c When running a backup via the GUI, filters are loaded from the database instead of from the options, which means that the default filters aren't taken into account. 
This change updates the ApplyFilter method used by the Server's Runner method to search for the default filters option, and append those filters to the list if they are found.
This should support both global and per-backup settings for default filters, as it checks the options after the two are merged.
