Implemented duplicati-server-util for sending various commands to a running server.

This tool replaces `ConfigurationImporter` and partially replaces `duplicati_client`.

Fixed issue with recovery-tool help.

Cleaned up some loading of embedded resourse to rely on type instead of assembly name.
Implemented installed executable name instead of using Windows executable names.
