Refactored SecretProviderHelper to replace in Uri instances instead of raw string.
...
This fixes some issues with URL encoding/decoding.
Due to the legacy class `Duplicati.Library.Utility.Uri` there are two replacements done.

Hand-picked the recreate fixes from #4982 .
...
This fixes that the recreate will move unused blocks into the `DeletedBlock` table after the database has been recreated.
Due to this, the disruption test can now be verified.
