BlueBlock 08e2c18185 add handling of a partial backup 
- add backup state to DB table 'fileset' (job database upgrade to version 10)
- modify the Restore page dropdown to display if a backup is "partial"
- modify retention logic to remove partial backups only when the next recent full-backup has been removed

BlueBlock e6588fbfc2 adjust config for known bug 
A known bug causes the incorrect config entry for system.net.http where we must be adjusted to 4.2.0.0
This bug gets fixed in .NET 4.7.2

BlueBlock 6602664fb2 fix bug in GetLargestPrefix() which adds an ending slash to file name paths 
for the section of code which handles files, AppendDirSeparator(() is being applied to files when it should n't be at all. This results in all file paths to have an ending slash. This adjusted path causes the sql query to have 0 results.

BlueBlock ca736c74de update the backups stats also when a bcakup is cancelled 
PostBackupVerification() was being skipped when a bcakup was cancelled. PostBackupVerification() will now be called.
