Igor Urazov 30069594a9 Decrease server's CPU and IO scheduling priority 
Setting low priority helps to run background process truly in background
and provides CPU cycles to Duplicati only if no other process requires
them.

Changed Windows build to use a local virtual machine.
Updated installer build script to use the local builds instead of the AWS ones.
