Fallback to getting Windows version with `cmd /v ver`, which should be supported way back to DOS v6.

Avoid setting Thread.CurrentCulture
...
Avoids setting deprecated `Thread.CurrentCulture` and `Thread.CurrentUICulture`, using `CultureInfo.CurrentCulture` instead.
Fixed a few legacy places where incorrect string compares were used.

Removed tempdir environment variable.

Removed unused optional parameter for tempdir in LoadConnection for
LoadConnection and hence avoiding restoring never changed SQLITE_TMPDIR
vars.
