Kenneth Skovhede 8250a5befa Refactored SecretProviderHelper to replace in Uri instances instead of raw string. 
This fixes some issues with URL encoding/decoding.
Due to the legacy class `Duplicati.Library.Utility.Uri` there are two replacements done.

Kenneth Skovhede 586c08522e Implemented async method for Test, CreateFolder and Quota in all backends. 
Still missing the List and DNSHostnames.
The AsyncRequest class is also preventing many backends from fully upgrading.

Kenneth Skovhede f49359eaf3 Removed use of Environment.OSVersion which is now deprecated. 
Fallback to getting Windows version with `cmd /v ver`, which should be supported way back to DOS v6.

Kenneth Skovhede be9464f252 Added encrypted fields to guarded input. 
This prevents the API from setting the field, which would cause restarts to re-write the settings, but does not affect the encrypted/decrypted state.

This tool replaces `ConfigurationImporter` and partially replaces `duplicati_client`.

Marcelo Ceccon 67a7df45c8 Implementation of settings field encryption 
With this change, TargetURL (where credentials of storage destinations were stored in plaintext), the backups passphrases as well as JWT tokens are not stored encrypted.

The encryption key is derived from the system's motherboard serial number, or can be set manually via environment variable.
