Some programs install MSSQL 32bit version on 64bit system. In that case Duplicati can't find MSSQL instances because it checks only on 64bit registry. That change check also 32bit registry.

The orderBy attribute causes the issue described in #2945 and it doesn't actually do anything. The "$index" is just the order in the config file and they're already loaded in that order before they get sorted.
