Dan Stahr 31ac40083a Prevent temp files in VolumeWriterBase from being deleted prematurely. 
The fix is hacky and the root cause should be investigated properly.

Dan Stahr cb22b9c514 Move the tmp directory under home directory on Travis 
Travis tmp dir is subject to garbage collection which interferes with the tests. This wasn't an issue before because the number and size of files was limited
but becomes a problem with more workers preparing volume files.

Dan Stahr 15c5c16bdd Reduce the amount of logging in unit tests. 
Heavy logging makes the tests I/O bound and causes other, more relevant test files to be evicted.

Dan Stahr 4d98960e75 Fixed empty block handling. 
Previously, empty files were associasted with empty blocks. These blocks were added to volumes which could result in empty, but valid volumes being garbage collected and valid file entries deleted.

This change changes the logic so that empty blocks are not stored at all.
