Jojo-1000 708715e705 Fix force-locale option for CLI and GUI. 
- Localization culture is set from multiple threads on the server, so use current local context for every new call instead of global context
- Change locale before executing help commands if flag is present
- When force-locale is set, also change locale for log messages

Closes #4176

Jojo-1000 3d7c899968 Fix bug that removes advanced target options when editing backups. 
The advanced options are stored in the URI. Since a non-standard format with backslashes is used for windows paths, parsing these options fails when editing a backup with a file target in the web UI.

This change makes an exception for file URIs to allows those paths.

Jojo-1000 9e9850113e Fix highlighting with wildcards in restore file picker. 
Inputs were interpreted as regexp in the UI instead of globbing expressions which are used in the backend.
Closes #2682.

Jojo-1000 e2569cca68 Improve filter UI type matching. 
Instead of selecting the first matching in list, which does not recognize regexp without ? or *, choose the type with longest prefix and suffix.

Jojo-1000 7a3dece44a Fix UI display of filtered files with wildcards. 
The previous JS code incorrectly converted glob expressions to regexp which prevented them from showing the correct file states in the list.
This was only a UI bug and has no effect on the backend.

Russell Smith 6fb3206b22 Use 1MB default block as suggested by users. 
This still allows 50 blocks for the default upload size.
It reduces the blocks to track by a factor of 10.
If you are using larger backups, you want a larger block size.

If you have small backups and it's a problem, recreating those
will take less time.
