Kenneth Hsu c3c80f58ef Update version of mono used in GUI tests. 
The selenium docker image is based on Ubuntu bionic, whose version of
mono-complete is 4.6.2.7.  Since we require mono 5.10.0 or greater, we
will explicitly install the latest version.
