Kenneth Hsu 788a1db877 Add overload for method that parses string into bool. 
This is useful for cases where the default value is expensive to
compute.  By specifying the default via a delegate, it is not computed
unless it is needed.

Tyler Gill ae1f69b5e8 Only try to load Windows registry filters on Windows. 
The reason for this is that Windows filters may be used on other systems (e.g., to ignore Windows files when backing up a Windows drive)

Kenneth Skovhede f4511d0bbb Updated the affected command to check if the local database is found, and to return an error if not. 
Also updated the help text to indicate that a database is required.

Kenneth Skovhede efc06b7210 Refactored the source path expansion/filtering into its own method. 
Changed the check for subfolders to only work if the shortest path is a folder itself.
Changed the backup and test-filters method to use the same expansion logic so the filter test is more reliable.
This fixes #2778
