Enable BulkData tests in AppVeyor.

These were originally skipped to avoid running into AppVeyor's time
limit restriction of 60 minutes. At some point the time limit was no
longer a concern to us, but the existence of long paths in the test data
prevented these tests from running successfully on Windows. Support for
long paths was added in pull requests #4256 and #4270 . The host for the
test data was changed in pull request #4352 to reduce S3 transfer
charges, which hopefully means that we can now run the tests in AppVeyor
without much worry.
This concerns issue #3863 .

An example of when this happens is when shutting down TrayIcon (using its context menu), at least on Windows. This is quite annoying when debugging with Visual Studio (having the default exception settings).

Since the GetSymlinkTarget method can throw an exception, we should log
the failure case and avoid further processing of the symlink target.
This concerns #2171 , which describes issues with symlinks created using
Windows Subsystem for Linux.

Remove newline characters from HTML strings.

These don't get interpreted as line breaks, and the resulting characters
get converted to \\n in the localization_webroot.pot translation source
file, which prevents translation of these strings.

Commit or rollback transaction before beginning new ones.

The PurgeFilesHandler begins new transactions using the same database
connection. During a dry-run, these transactions are rolled back, and a
subsequent attempt to rollback in the PurgeBrokenFilesHandler then
resulted in an exception.
To avoid this, we perform the rollback in the PurgeBrokenFilesHandler as
soon as we can.
I'm not entirely confident that this is the correct fix, but it appears
to resolve issue #4379 .
This fixes #4379 .

The source path can be a file, so the error message should not assume
that the path represents a folder. This also provides the user with
some hints on what steps should be taken to address the issue.
