Kenneth Hsu 4364f92ac8 Always require server-datafolder when importing configuration. 
The server-datafolder option should always be provided.  Otherwise, the
default location is the folder containing ConfigurationImporter.exe,
which is almost never the correct path.

Kenneth Hsu b75b439772 Make optional parameter required. 
There is only one usage of this method that did not provide value for
the filter parameter.  By making this parameter required, we can avoid
the many issues that arise with optional parameters (default values
being embedded at the call sites, ambiguous overload resolution, etc.).

The second argument to QuotaInfo is the amount of free space.
Previously, we were providing the amount of bytes used.

Jens Glad Balchen 2139faa91b Call SetWorkingDirectory every time an open FTP connection is requested to prevent files from ending up in the root folder if FtpClient fails and silently reconnects.
