This PR has a large blast radius because it takes the final step and bumps up the Controller to be fully async.
We have historically done a piece-by-piece update, so all operations were already async but the controller interface was kept synchronous.
With this update, the controller is now fully async and all tests are updated.
Most places where the new C# compiler warns about function names not ending in `Async` were also adressed, giving a massive refactor change.
Functionally, no changes are done.
This PR adds guards to prevent creating filesets with multiple files that have the same path.
While it should technically be impossible to have multiple entries that have the same path, it could happend either due to glitches or because the source data (manual lists, remote sources, etc) returns duplicates.
This PR adds a simple check for each folder to ensure that on a folder-level, duplicate paths cannot be introduced.
There is also a post-backup check to evict any duplicates, and the recreate process will reject duplicate paths.
Finally, the repair command will remove duplicates if they somehow manage to get into the database anyway.
A database-level prevention is not currently feasible as it needs a cross-table check for uniqueness, which requires more work from the database to check for each added file. Since this is expected to be a very rare event, the added processing was not justified.
* Rewrite the backend manager.
This creates a new more logic backend manager that handles all backend operations.
For each top-level operation, there is now a single backend manager instance that is passed to sub-commands.
The internals of the backend manager are now rewritten to use async logic instead of threading.
The design uses a single task runner that dispatches operations and honors concurrent settings and limits from one place.
The logic for each operation has been moved into a separate files/classes to make it easier to understand each operation.

One of the first things UploadSyntheticFilelist does is throw an exception if the volume is not in the Uploaded state. Or if it is in the Uploaded state, the next check would prevent a synthetic filelist from being created if the volume was not in the Uploading or Temporary states.
Removed the check for the volume not being in the Uploaded state as the warning in the second check handles that case.
Removed the using statement as it would dispose of the FilesetVolumeWriter after passing it to the UploadChannel. The UploadChannel could not use it since it had been disposed.
Fixed the GetRemoteVolumeFromIDAsync taking a fileset id and matching it up against a volume id. Now it will use fileset id to get the volume that matches the fileset.
Change the StopNow disruption test to not use a synthetic file list. The test was written with it not working and therefore fails a check on the number of filesets after stopping a backup.
Bonus fix for a possible null exception in Dispose for VolumeWriterBase.
- add backup state to DB table 'fileset' (job database upgrade to version 10)
- modify the Restore page dropdown to display if a backup is "partial"
- modify retention logic to remove partial backups only when the next recent full-backup has been removed
Rewrote the logic for pre-filtering files based on timestamps/metadata to be more verbose and well documented.
Fixed an issue where `--check-filetime-only` also checked the file size, which was not present due to the reduced query used to grab only the lastmodified information.
Fixed a problem where the check for existing metadata was wrong and produced a warning.
This fixes#3204

First attempt at merging all changes from 2016-10-08 to now :/
Some changes were required for this merge,
now the StreamBlockSplitter process will take in any stream, store the blocks and return the blockset ID.
This makes it compatible with the changes for metadata handling where they support more than a single block of metadata.
