Some programs install MSSQL 32bit version on 64bit system. In that case Duplicati can't find MSSQL instances because it checks only on 64bit registry. That change check also 32bit registry.

Kenneth Hsu 788a1db877 Add overload for method that parses string into bool. 
This is useful for cases where the default value is expensive to
compute.  By specifying the default via a delegate, it is not computed
unless it is needed.
