* fix(crop): unlock Background when extending canvas (#3081)

* Crop: fill an extended Background with the background colour

Photoshop's Crop tool keeps the Background when the frame extends past
the canvas and fills the added area with the background colour, as an
opaque Canvas Size extension does. Do that instead of converting the
Background to a normal layer; other layers still get transparent pixels.
