* i18n: add Simplified Chinese translation catalog (#282)

* i18n: register the Simplified Chinese catalog (#282)

Adds the zh-hans row to LANGUAGES. It's marked partial (complete_menus: false): strings added
to main since the catalog was written fall back to English until translated.
