4 people bacc825d33 Move tool: drag a marquee from an empty spot to select the layers it touches (#2844) (#2852) ...

With Auto-Select on (or Cmd held with it off), a Move-tool drag that starts where
no layer has pixels (an empty spot, or the pasteboard) now draws a marquee instead
of moving the previously selected layer. Releasing selects every layer whose
content touches it (Auto-Select: Group selects their outermost groups); Shift adds.

New engine command layer.selectInRect; the UI side lives in move_box.rs.
