Codex: the sweep's status-unrestricted delete could remove a failed row
that Ensure had just requeued and the drain had claimed as running —
before any download links it, the active-link fence and the FK both pass,
and the live job's row (and then its bytes) would be removed. The sweep
now deletes only rows still in the status the candidate list saw
(DeleteFailedIfEvictable / DeleteReadyIfEvictable), so a requeued or
running job survives regardless of links.

Plus one straggler misspell finding from CI's changed-lines lint.
