Address PR review: compute each relative-time tier from the raw
millisecond delta instead of the previously rounded coarser tier
(89.5 minutes now shows "1h ago", not "2h ago"), with a regression
test; and migrate AdminPlaybackHistory's overlooked local
formatRelative duplicate to the shared helper.
