- permissions column default on down path corrected to ARRAY['marker_edit']::text[]
  (matching the schema set by 183_marker_edit_audit.sql, not the bare '{}' default)
- max_playback_quality now flattened on down path via rank-prefixed MAX + split_part,
  mirroring the most-permissive-wins logic in internal/access/quality.go
- spec doc: align default_group_slugs → users.default_group_slugs to match the
  server_settings key used in the migration
