chore: set aiEngine env vars automatically in dev:all

When AIENGINE_URL is provided (i.e. task dev:all), also set
AIENGINE_ENABLED=true and AIENGINE_TIMEOUTSECONDS=120 so the backend
picks up the full AI engine config without needing it in settings.yml.
