My previous swap to openPlanSettings() regressed: openAppSettings dispatches
appConfig:open, which nothing listens for, so the modal never opened at all.
Root cause: the config opener (QuickAccessBar) opens the modal whenever the path
is /settings/*, but it never carries the section, and AppConfigModal defaults
`active` to "overview" — so navigateToSettings("plan") opened config on Overview,
not Plan.
Fix: revert both modal CTAs to navigateToSettings("plan") (which does open the
modal via the URL), and have the saas AppConfigModal select its section from the
/settings/<section> path when it opens. This fixes the CTAs at the source and
makes any /settings/<section> deep link land correctly, with no event-timing race.
