Kenneth Skovhede 84cc4005b1 Fix restore without local db 
This fixes a bug where restoring with `--no-local-db` and `--version=0` would fail because the database consistency check sees that data is missing.

The missing data is intentional in this case, as we deliberately recreate a partial database.

The PR adds a test for this scenario and fixes the validation to allow for the partial database. Additionally, the partial database is marked as such, in case it is not correctly deleted after the restore.

Kenneth Skovhede be667ce9b6 Don't push Docker with naked version 
This PR updates the build process to not push Docker tags with naked version numbers, unless they are stable releases.

For a canary version, it will be tagged `canary` and `2.2.0.105-canary`.

For a stable version, it will be tagged with  `stable`, `2.2.0.0-stable`, `2.2.0.0`, and `latest`

This is done to make Duplicati releases more compatible with how other tools use version number tags.

Kenneth Skovhede 8b2475ee93 Add verify and cleanup to database tool 
Adds two new commands to the database CLI tool:

- verify: Lists all databases with their status (Found, Missing, Orphaned)
  across dbconfig.json, server database, and filesystem

- cleanup: Removes orphaned database files not referenced in dbconfig.json
  or server database, with --dry-run and --force options

Includes unit tests for both commands.

Kenneth Skovhede 9bd4d228f3 Minor polish to the new restore flow 
This PR adds explicit validation to the size parameters so we ensure that we throw a meaningful error message instead of fail on some later step.

This also fixes an error in an exception message. Should the error scenario ever trigger, it would previously show incorrect data or cause out-of-bounds error instead of the intended error message.

Kenneth Skovhede 2beebb6086 Improve link detection on Windows 
This PR adds a check that prevents performing link lookups on drive roots as this is reported to fail on some Windows versions.

The PR also makes a link lookup failure a warning instead of failing the restore process.
