Kenneth Skovhede be9464f252 Added encrypted fields to guarded input. 
This prevents the API from setting the field, which would cause restarts to re-write the settings, but does not affect the encrypted/decrypted state.

Kenneth Skovhede 237102003c Removed some #if DEBUG directives in favor of a boolean. 
Using the flag instead ensures both DEBUG and RELEASE versions of the code is compiled.
JIT optimizations will remove the unused code during compilation just the same.

Kenneth Skovhede 60da34d0de Fixed probing for free port which broke with Kestrel update due to wrapped exceptions. 
Re-implemented the logic that would use the last working port when multiple options are possible.
This fixes #5477
