Kenneth Skovhede 06bdee0080 Added support for environment variables 
This adds support for supplying the commandline settings via environment variables.
Rolled back the previous fix to support only a few variables.
Cleaned some types to use more consistent types.
This fixes #5453

Kenneth Skovhede aa352a9a45 Prevent multiple watchers. 
Setting content and web root explicitly should reduce the number of watchers being installed, if they occur.
Removed the use of appsettings.json config sources as they are unused and install watchers.
This may fix issue #5418
