Kenneth Skovhede df939a4334 Add tests to build releases 
This adds a CI test for building releases so we know in advance if package versions are out-of-order.

This also sets the primary project for CLI to the Server as that covers more than the CLI project.

Kenneth Skovhede bd7a080d15 Reverted logic for building with temporary solutions as that can cause debug builds in the outputs and gives build warnings. 
The logic is reverted to build each project into a build folder, and then copy the files into a shared common folder.

An additional check examines the log output and checks that there are no debug builds performed or used.

Kenneth Skovhede 1ccafea2c8 Improved error flows on restore 
Added `UserInformationException` to reported server output.

Removed retries on file listing as the UI will retry and the internal retries will hang the UI.

Handled the FolderMissing exception for listing filesets.

Kenneth Skovhede f0f68dfebf Fix locale-sensitive time parsing 
On some locales, odd strings would parse as valid full dates, causing relative dates to be incorrectly calculated.

This commit fixes the issues and revisits the DST aware calculations with more tests.

If timeouts are specified, they are applied, otherwise it will default to infinite timeout rather than the 100 second timeout HttpClient defaults to.

Marcelo C. d528ef6278 Fix Resource Leak in BackendManager Connection Handling 
While investigating issue [#6103](https://github.com/duplicati/duplicati/issues/6103), found that connections were not disposed due to the backend pool in BackendManager's handler. Set up a FileZilla server to test the issue before and after the change, confirming that connections now close as expected with this fix.
