Kenneth Skovhede e392658e35 Fixed multiple retention settings in delete. 
The delete call would select the same fileset multiple times if multiple retention options were present.

This fixes the selection to a distinct set.
This fixes #6127

Kenneth Skovhede df939a4334 Add tests to build releases 
This adds a CI test for building releases so we know in advance if package versions are out-of-order.

This also sets the primary project for CLI to the Server as that covers more than the CLI project.

With 2.1.0.114 we re-introduced the assembly version issue.

This commit fixes the check to actually validate the version numbers.

Kenneth Skovhede 4773914639 Rewrote testing to use an externally supplied transaction, to avoid temporary transactions from clearing the active transaction. 
This is needed because SQLite does not support multiple active transactions.
