I took another approach and now manually parse and encode these strings.
This is done to avoid using System.Uri.EscapeUriString because it has some subtle issues:

Rewrote the strategy for enumerating folders/files to use depth first instead of breadth first, as this seems to consume less memory.
Also updated so the callback is invoked before the item is put into the list, as this also reduces the number of items in the list.
