Kenneth Skovhede e0475f3a9c Ignore any error on pragma optimize. 
Previous logic would only catch SQLite exceptions, but it is just a performance thing, so we can ignore any errors (they are still logged)

Kenneth Skovhede e6ba6098d7 Implemented immediate transaction commits for almost all uploads. 
This ensures that files cannot appear on the remote destination, despite terminating the host program.

This fixes #4485

There is still work needed to handle the repair and compact operations so they use transactions and can commit changes during transfer progress.

Kenneth Skovhede ca5159adf7 Make file backend error compliant 
This PR makes the file backend throw the correct exception types for missing files and folders, so it works with the backend tester without errors.
