This fixes the encoding of hostnames with `.` characters in them. Without this fix, the hostname would be encoded making it impossible to use regular DNS hostnames.

Added correct encode and decode of paths in urls.
...
The URLs passed to the custom URL parser were not decoding the path part, but passing it directly. This caused problems if the input was correctly URL encoded.
The updated code now correctly decodes the hostname+path parts, and encodes them again.

This fixes ngax to not use the `s` postfix on destinations, but instead rely on `--use-ssl`.
There is still support for inputting strings with the postfix, but the generated url will be without it.

This PR updates the probing logic to not try the database if a password is supplied on the commandline.
It also fixes a crash that could happen at an unwanted place, if the user does not have write access to the supplied data folder. After this, the application will still crash due to not having a place to write information, but it does not crash in the preloader logic. This also prevents creating the folder while probing for the database.
This PR also fixes a case where the database could become encrypted, if the ServerUtil was providing an encryption key to an unencrypted database. Before this fix, the database would be encrypted with the key provided to ServerUtil, which would most likely cause the Server/TrayIcon to fail starting and perhaps crash.
This fixes #6377

Introduces a `DuplicatiServerClient` to interact with the Duplicati server API, including authentication and various V1/V2 endpoints.
Adds `ServerCredentialType` to specify the authentication mechanism (Password or Token).
Includes a usage example to demonstrate client capabilities.
