This PR adds a new type of module for integrating into the restore flow. With this interface a module can register itself for restore notifications and be invoked while certain events happen during the restore process.

Kenneth Skovhede 4b35e4cc8a Prevent creating a useless key 
This PR changes the creation order slightly, such that a new key is not created, if the database is encrypted.

This is done to prevent creating a new random key, and then attempting to decrypt an existing encrypted database. This will naturally always fail, but first store a random key in the secret manager.

Having a new (useless) key stored in the secret manager does not break anything but is confusing.

This PR changes the logic so the useless key is not generated in the first place.

Kenneth Skovhede 92d6d666ee Add OCSP failure handling option 
This updates the SSL/TLS validation to optionally ignore failures in OCSP/CRL list. If the revocation servers are offline or unavailable, the SSL requests will fail.

With the new option, `--ignore-revocation-failure`, it is now possible to ignore this class of errors and let the connections work anyway.

By default, this is off so we have the strictest possible security.

As part of this PR, there were a few places that did validation/override of certificates. With this change all calls route into the single `SslCertificateValidator` class so all certificate validations are done the same from ServerUtil, reporting modules and backends.

Kenneth Skovhede 62ea2d23f5 Added a sync command to the Controller and CLI. 
This refactors a part of the database and adds a new "sync" command that reuses a lot of the backup logic to take a set of sources and apply them to a backend.

Unlike the backup process, the sync copies files verbatim without any encryption.

Kenneth Skovhede a9d389ffab Improve secret provider and license checker 
This improves the secret provider by allowing a value of `default://` to get the system default provider (if one exists).

The license checker now supports multiple formats for the on-disk file.
