Create Network Security Config based on hard-coded template file
...
This is a lot simpler than the previous solution of parsing and
carefully modifying the existing config. It also fixes #11 because the
generated XML resource name (`nsc_mitm`) no longer conflicts with the
name that most apps are using (`network_security_config`).
